For preparing beef starter, heat oil in a vessel and stir-fry the beef for 2 minutes.
Add water, chestnuts and chives. Allow it to cook.
Toss in the pine nuts and cook it.
Stir in salt and pepper. Allow it to simmer till all the water evaporates.
Place a spoonful of the beef mixture in the centre of the lettuce leaf and fold the lettuce leaf to make a small roll.
Beef starter is ready. Serve immediately.
