This does not sound like a recipe for an "Easy" Rava Dosa. A real easy & quick one, which is tasty too, could be made by mixing about equal quantites rava with thick sour curds and diluted with water. The curds should preferably be made from full fat milk, to get a ghee taste for the dosa. Let the mixture rest for about half to one hour, then add salt and pour the batter (which should be of a very thin consistency) on a good tava (evenly flat & non stick coating in good condtion) and swirl it around for an evenly thin dosa. Cook till a golden brown colour is visible through the dosa. Only then, remove the dosa from tava with a flat wooden chisel type spoon, plying the spoon all round from the same insert.

I have a question for you - Can we substitute rice flour for rice? if yes, can we use the same measurement given for rice?
