For preparing special fish fry, blend cumin seeds, cinnamon, cloves, pepper corns and chilly powder to a fine powder.
Add in the onion, ginger, garlic, vinegar and salt and blend it again to a fine paste.
Marinate the fish fillets in this masala for 1 hour.
Heat oil in a pan and fry the fish fillets on both the sides.
Special fish fry is ready. Serve hot.
