Clean Horse gram, roast in pan and add water
Now change to pressure cooker and put garlic and turmeric and pressure for 2 whistles
In pan add oil and onions and saute it well
Add red chili and tomato in that pan and fry till tomato comes soft
Drain water in cooker. This water can be used/ added to rasam.
Add Horse gram in that pan, mix well. cook for few mins and switch off the flame
Allow to cool and grind in blender
Season with oil and mustard in that chutney and serve
