Heat and grind all the above mentioned spices in a grinder and keep it aside.

Pressure cook the washed broken wheat along with salt and water about 10 - 15 minutes.

Fry the finely chopped two onions, green chillies and keep it aside.

Heat oil in a pan, saute onions, ginger / garlic paste and add turmeric, chilli powder, again saute it.

Add mutton / beef along with salt, saute it for 5 minutes till the oil separates.

Then add yoghurt and saute it well till the gravy becomes thick and the oil separates.

Put this meat curry into a cooker and cook it about 15 - 20 minutes. Then grind this meat curry in the mixer grinder.

Finally mix the cooked broken wheat and meat mixture very well. Add the powdered spices, stir well and cook it for a minute.

Garnish with the fried onions, green chillies and coriander leaves.
