Heat butter in a vessel.
Add all the chopped vegetables except tomatoes and sautT for about 5-7 minutes.
Add the veg stock, tomatoes, bay leaves, nutmeg powder, salt and pepper powder and bring to a boil.
Cover and simmer gently for 30-35 minutes. For a clear soup, sieve it. Otherwise liquidize in a blender.
Mix well the flour in milk and add to the soup.
Cook until it becomes smooth and thick.
Garnish with onion rings.
:- Serve hot.
