Cook potato and carrot. Mash them well and keep aside.
Make a dough with the flour, butter, salt and water.3) It should be like a chappathi dough.4) In a kadai, heat oil. 5) Add cumin, ginger, onion and green chillies. 6) Add the mashed vegetable and mix well. Do not add water. 7) Keep this mixture aside.8) Make poori out of the dough. 9) Make slits on sides.
Keep the mixture in the middle and cover each sides.
Use water for sticking the sides.12) Heat oil in kadai and fry the rose in it.
