Heat oil, fry the cinnamon and cardamom and fennel seeds till it turns it turns brown. To this add the onion and sauté for about 2 minutes. Add chilli and stir.
To this add the curry and mint leaves and coriander and fry till the leaves get shrunken.
Add tomato and salt. cook till the mixture becomes saucy.
In another vessel apply ghee in the bottom and layer it with rice and sprinkle the salt needed for rice alone. Then spread this gravy. Likewise do the other layers
Close the vessel and cook in low heat for 5 minutes
When done turn off the heat and leave it as such for 5 minutes. After 5 minutes mix the gravy and rice. If mixed immediately the rice will be broken.
Notes
Ghee can be added to every layer for more taste
If cooked in basmati rice it will be more tastier.
